Formally they are. The extent to what they actually do any military duty varies by country, I guess.

That's just for representation purposes. It doesn't mean they really fulfill any real military duties. I can speak for Polish athletes: most of them are simply members of military-sponsored clubs. The majority of them don't even have any rank beyond private. I suspect it's a similar case with many other countries.

Powell, is it possible in Poland to be both military (in the sense you have described) and a student? Basically all the Ukrainian team here who were born between 1994 and 1996 (so not eligible for the U23 EC) competed at the WUG.

In Germany we have departments of the police, customs and military for athletes of an international level. In the military do you have to do the same basic 6 week training as all other recruits, but after that athletes have the rest of the year for sports even though they get all the benefits of being soldiers incl. full salaries. With the police and customs you also have to do basic training and do some police work, the rest of the deal is the same. And you even get promoted and a lifetime contract. Carolin Schäfer got hers a short while ago, Kristin Gierisch regularly posts pictures of herself in uniform.
One reason why very late world championships like Doha are a problem because usually these athletes do their official service time (6-12 weeks every year) after the season is over. But with Doha in October that service time would start in November and that means absolutely no time left to prepare for the indoor season.
