Makes sense that the mixed would allow full replacement, since you're still only replacing two per sex.

I realize most want to see the hurdlers in there. I think Okolo can go faster and would be a solid choice to go with Jonathas and Francis...IF the coaches believe she can do a Naser (back-to-back rounds in the mixed 4x4).

I want to see the best four US 400 runners in there. And that is Jonathas, Francis, McLaughlin, and Muhammad. I'm not a fan of "spreading the medals around" or lifetime achievement appointment

    Agreed.

    Jonathas, Francis, McLaughlin, Muhammad

There should be outrage if the hurdlers are not in the final relay.

If it were Muhammad, Francis, Jonathas and McLaughlin, easily. It might be a stretch for them to get within a second of that...

...But then again, Allyson on 2nd leg would be familiar territory for them, as she ran 47.7 on that leg in 2015. If she can come within a second and a half (49.2?), that would be quite promising for next year.

Switch the hurdlers. McLaughlin has given chase better than anyone I have seen in quite some time. But then again, would they have to chase anyone or break away from anyone by the time the anchor gets the stick?

The 2019 IAAF rulebook says no. Limit is two.

This is the verbiage from the amended Rule 170.10, in force since January 1, 2019:

Each member of a relay team may run one leg only. Any four athletes from among those entered for the competition, whether for that or any other event, may be used in the composition of the relay team for any round. However, once a relay team has started in a competition, up to a total of four additional athletes may be used as substitutes in the composition of the team. If a team does not follow this Rule, it shall be disqualified.

That being the case, my original lineup stands.
