The IAAF commentators - during the medal ceremony - said the Spanish team appeal gave the committee three choices (??? not even sure this is a thing, but anyway..):

    - a re-run
    - a time trial for Ortega
    - a medal based on his position in the race at the time of interference

They seem to have chosen the option least-likely to ruffle any other national feathers..

So the Spanish (or any country's) team makes decisions for the IAAF?
4th choice: MeCleod is DQ and Ortega tries again in Tokyo and Eugene.

I'm certain Ortega would have won silver if the MeCleod didn't fall in his lane. But it happened and he didn't.
As others have noted, he could have fell over the final hurdle, got a cramp, or anything could have happened. But he got impeded and thats it. The medals were decided.

    Has this ever happened before?

There was Kappler's ghost jump at the Euro indoors in 2005.

Someone asked why third and not second; that was my surmise about that choice. Furthermore, Silver creates big problems because two silvers should me no bronze...

And that choice made more sense but what do expect from a governing body that allowed evangelista’s phantom 27 footer plus jump in 87 for several years before they admitted wrong doing

I kind of like the decision. It doesn't affect any other nation, it's not stopping anyone else who finished the race getting a medal, and it's in good spirit.

If this were one of your favourite athletes, a Felix, a Bolt, a Gatlin, a <insert name> you'd all be kicking off, asking for a re-run or whatever. I agree with another poster that they are not robots, and especially in an event like the 110h, you cannot reproduce the exact same order in a re-run.

This seems a good solution. Now, the next thing to do is to isolate McLeod like Shuby suggested :-)
