Because it doesn't work that way. There are other considerations which outweigh whatever window the international federation would like individual countries to use. In Germany TV makes the rules, they decide when the German championships will be held because they decide if here will be broadcast or not. That is why next year we'll get the athletics champs in the first week of June, completely ridiculous, but TV wants athletics to avoid the European soccer championships and the German federation of course "bends over".

I guess it works differently in Poland, then. Our NC next year are on the last weekend in June, which is right at the end of the qualifying period.

Ukraine's are the same weekend (or from Wednesday to Saturday actually)

Of course Germany even now in their current bad run of form after the World Cup still have a decent chance of winning the Euro football, while Poland and Ukraine don't

Lets face it , if you are going to have a WC at a location at 25 degree latitude (damn near equatorial) then you are going to have to have the meet late September at the earliest. No one wants to compete in 110 degree temperatures, no one wants to sit in stands with the sun beating on their heads at 110 degree .

There are numerous places that would be begging to hold this meet and they would sell 50000 tickets per day not for the whole meet! Obviously this was a terrible pick of a host site for this meet, no question about it!

Which places did you have in mind?

Did they have anything like the overcrowded athletics calendar of today back then?
Sydney 2000 was also later September and ran just into October (Oct 1)

The British Trials are on 20-21 June, so a week before Poland and Ukraine. The semi-finals and final of the Euros are at Wembley sometime after that. The trials are up in Manchester for the next three years while Birmingham is rebuilt for the Commonwealth Games.
