    How long can this over the top spending for the olympics continue?

    Eventually there will be no more cities/countries able or interested in hosting the olympics.

    Well LA 1984 supposedly began an era that was less costly then the debacle of Montreal, although I do not know whether that is true or not. Certainly LA had a lot of venues that did not need to be created from scratch and had much more flexibility in sites that could be used with modest expense, especially compared to Tokyo, London, Paris, ...

    Not unprecedented. The 1956 equestrian events were held in Stockholm 5 months before the other sports in Melbourne.

    I'm pretty sure that was due to Australian quarantine laws making it impractical to have them there.

    Surfing isn't banned in mainland France.
