Forgive my ignorance, do both last year’s and this year’s DL winners get byes to Doha, assuming they are from different countries? And if the US has both in an event, will we use the bye for last year’s winner?

Last year's DL winners won't get a bye. This year's DL winner and 2017's World Champion will both get a bye if they are from different countries, if they're from the same country the country gets to pick who the wild card goes to (USA gives preference to defending World Champions).
