    According to an article linked on the front page, it is unlikely that the IAAF will reinstate Russia before the WC. If Russia is not reinstated, then those individuals will compete as Authorized Neutral Athletes.

    But the nominating period is now over. If that's the status as of today, they will be left with just one entrant.

    I wouldn't be shocked if they announced that cases pending before AIU could be let in if the ruling is favorable, politics being what it is.

    But wouldn't the IAAF have already accepted invites on the premise that there will be only one Kenyan entrant?

    So they invite less than the maximum number of athletes, just in case. Target number is flexible, we've had smaller fields than the target before.

    and it's only in lane races where adding a an athlete or three can cause any real problems

    They are athletes who are Russian rather than Russia's team.

    I would be very surprised indeed if Russia was to be reinstated for Doha.
