    It makes sense on the one hand to go through the national Feds , as they are the ones having to pay the athletes flight etc. Some surely may not want to send athletes with non Qs if they aren't finalists/medal threats.

    I don't know what the situation is in Qatar (the team manual is not yet online), but in recent World Championships, travel and accommodation expenses of all athletes were covered. The national feds haven't had to pay those expenses.

    That has been true at all WCs for some time. But I'm not sure exactly how it works. It's possible the national feds need to buy the tickets first and are reimbursed later.

    "3. In some events, the IAAF may invite athletes based on the IAAF Top Performance lists in order to reach the target number of competitors for each event as listed by the IAAF for the 2019 IAAF World Championships. USATF shall accept any invitations extended to U.S. athletes as long as they have competed at the Selection Event. There will be no invitations through the use of the IAAF Top Performance in the 10,000m, race walk and marathon."
