    I believe they are referring to the meet in Mexico City where AF ran 22.11. From what I understand, NCAA does have drug testing, but it is not WADA testing so prevents ratification of records.

    Felix didnt run that 22.11 at NCAA, and it's well-known that it wasnt ratified as the WJR because that meet in Mexico did not have testing.

    That's not at all clear. The records set at last year's NCAA meet are still pending approval by the IAAF. They haven't been rejected.
