And IAAF has Roy Martin having a 10.14 when he was 17 years old but T&FN has his 10.18 when he was 18. What up with that?

Why don't the age lists do it like this: 18 yr old list (18-U19) 17 yr old list (17-U18) etc. instead of the way the IAAF does it?

If I understand the IAAF U18 and U20 rules, using Trentavis Friday as an example, he can't turn 20 in the year of the performance. So if he ran his 10.00 in 2015 prior to his 20th b-day, still being 19 and tech. U20, that mark could not be on the U20 list. But since it was run in 2014 prior to his 20th b-day it goes on their list. Correct?
