    This is not the 12.21 world record race, as there was only 3 finishers, 2nd ran 14.74 (!).

    The text attached to the video says that the story is about performances at the stadium, including the 12.36 WR and Marian Woronin's 9.992 almost sub-10.

    Apparently the Skra Stadion was the first artificial surface in Poland and the Eastern Block, being laid in 1969.

    Here is an article about the history of the venue and some background on the level of decay visible in the TV story.
