On the other hand, the qualifying period for events (other than 10,000, walks and combined events) is May 1, 2019! That's considerably earlier than has generally been the case.

Note that the 2020 NCAA championships (June 10-13) will be contested after the closing date for qualifying (June 7).

With the IOC and/or IAAF setting limits on numbers of athletes one would think it would be in their own interest to maximize doubling possibilities.

The rule requiring entered 100 or 400 runners being included on the entered relay pool was enacted to short circuit a situation that arose during the World Champs of either 1993, or more likely, '95...

Any country with no qualified athletes is allowed one entry, either male or female, but not in these events: steeple, 10000, road, field, combined.

I don't know if a country which has one...

I'm quite certain the rule was changed within two years, perhaps the very next year.
