And yet, out of the 7 years, he won just one Olympic gold and no world outdoor titles. Multiple minor medals, WI golds etc., but one major major gold isn't enough to put him in contention IMO.

Not sure you can say that of ALL European cities. Places like Athens, Barcelona and Rome did have heat issues when OG/ WCs were held there. Even Berlin was very hot during most of the 2018 EC.
